As means to eliminate pedestrian-cyclist conflict on the Prospect Park Drive (“PPD”), it is proposed that DOT grade the eight signaled crossings.
Precedent can be found in Prospect Park’s 1975 application to the Landmarks Preservation Commission:
“The main method used to separate the pedestrian from vehicular traffic is by means of a series of arches at strategic points which carry the drives over the walks. Eastwood Arch, built 1867-68, allowed the pedestrian arriving from the Willink entrance to pass beneath the East Drive and a bridle path into the Nethermead by the Lullwater.” – Presentation for Prospect Park to Landmarks Preservation Commission, 11/25/75. Using the Eastwood Arch as a model, the estimated cost for a pre-fabricated culvert and stone facing from Fort Miller Precast Concrete Solutions would be $200-250K per unit—50% materials/delivery + 50% installation. Total projected cost for the eight arches would be $1.6-2.0M.

A less expensive method would employ corrugated steel and earthen facing. Estimated cost would be $100K per unit—10% for materials/delivery + 90% installation. Total cost $800K.

Noting that the PPA spent $500K over five years to renovate the Endale Arch, corrugated culverts could be installed “bare” and then upgraded over time as budget allowed.
